Full-Movies take up GB typically, and a bunch of those would take up a load of storage, ideally. So, if you have any movies that are not needed, then delete them. Clear the storages named "Other". It even happened when replying to this thread. At first I thought perhaps I may have downloaded a bad app but I don't think that's it; all of my apps have been well-behaved under iOS 7. The pop up relief I've been experiencing may actually have been the result of disabling iBooks' ability to download content from the internet and not from preventing other apps from refreshing.
